As we wrap up the first quarter, our Political Engagement team is charging into what promises to be a defining election year for our industry — one that will shape the policy landscape for our members and policyholders across the country.
Looking back:
2025 was our most engaged year yet. Our Voice of America’s Insurers grassroots program ran 62 campaigns in 23 states, activating 50,000+ individuals. Insuring America PAC closed the year with $915,000 raised — a record for that point in the cycle.
Looking ahead — and toward November 2026:
That momentum has carried into 2026. We’ve already executed 25 grassroots campaigns in 11 states, and the PAC surpassed $1 million raised in February — the earliest ever. This early strength is critical as we approach the 2026 election season, which will determine the lawmakers who will shape insurance policy for years to come.
Our 2026 priorities:
- Combat legal system abuse
- Protect risk-based pricing
- Address auto insurance cost drivers
- Tackle catastrophe insurance challenges
- Support balanced utility liability policies

2026 Grassroots Campaigns
We are just a few months into 2026, and it has already been a busy legislative session for Voice of America’s Insurers. To date, more than 25 grassroots campaigns have launched across 11 states and at the federal level, generating over 6,000 letters to legislators and more than 1,500 calls from over 6,000 advocates. Thanks to the continued support of APCIA members like you, Voice of America’s Insurers is already helping APCIA make a meaningful impact on key property and casualty industry priorities.
In Oregon, lawmakers considered HB 4098, a bad faith bill that could have driven up the cost of living and stifled growth for small businesses, which employ more than half of Oregon’s workforce. Thanks to a strong advocacy campaign — including 179 letters to legislators from APCIA members and consumers, 384 phone calls to legislators from consumers, and targeted social media ads reaching more than 4.4 million views — HB 4098 was defeated.
In Utah, lawmakers considered legislation to overturn the Utah Supreme Court’s Gardner v. Norman decision, which would have increased medical damage awards and insurance costs. A strong grassroots campaign — nearly 3,500 letters, more than 100 calls to key senators, and capital geo-fenced ads generating over 600,000 impressions — helped APCIA and its coalition stop the bill from advancing. Despite pressure from legislative leadership, the bill failed on the Senate floor, helping protect insurance affordability.

We still have several campaigns underway nationwide, including in Illinois, Missouri, New York, and Ohio. To support civic participation, APCIA’s Political Engagement team has created a Get Out the Vote Toolkit designed to make it easy to promote voter engagement within your company.
Additionally, Voice of America’s Insurers offers an easy-to-use voter tool to help you and your colleagues exercise your right to vote. With this tool, you can register to vote, check your registration status, view your sample ballot, and access other helpful election information.
