The Terrorism Risk Insurance Act (TRIA) has protected Americans and economic stability at virtually no cost to the taxpayers since it was enacted in 2002. However, if it is not reauthorized in a timely manner, most terrorism insurance protection may be in jeopardy, potentially disrupting construction and infrastructure investments, major events and broader economic activity across the country.
Fortunately, the Senate is considering legislation (S. 4395) that would renew the Terrorism Risk Insurance Program for another seven years, extending the program’s vital economic protection against acts of terrorism that so many U.S. companies rely on. It’s critical for lawmakers to pass this legislation in 2026, if not, the insurance industry will be forced to include exclusions starting in January in the event of a lapse; like what occurred in 2015, which led to sudden and sever uncertainty for insurance markets and customers.
