California lawmakers could consider legislation that would mandate retroactive business interruption coverage for COVID-19 losses.

Mandating retroactive business interruption coverage could disrupt the insurance marketplace by mandating coverage for losses that insurers did not agree to cover and for which they never collected premiums and policyholders did not pay.
