Advocacy in Action: Grassroots Update
APCIA’s Political Engagement (PE) Grassroots team is helping to drive coordinated advocacy efforts to address key challenges facing the property casualty insurance industry, including legal system abuse, terrorism risk insurance reauthorization, and auto cost drivers. Here’s where advocacy is making a difference this year in the states and in Washington, D.C.:
In Maryland, HB 476, which would have eliminated the state’s cap on non-economic damages, did not advance and was instead converted into a study. While not a full defeat, this shift reflects legislative hesitation and the effectiveness of grassroots outreach in raising concerns about nuclear verdicts and rising costs. Working alongside State Government Relations and coalition partners, the APCIA team coordinated targeted grassroots outreach, including Capitol geofencing digital ads and a consumer patch-through phone campaign. These efforts prompted nearly 350 advocates to send 1,225 letters to lawmakers.
In New York, lawmakers enacted meaningful auto fraud reforms as part of the state budget, signed by Gov. Hochul. The changes strengthen the serious injury threshold, curb bad-faith abuse, and modernize comparative negligence rules, supporting efforts to contain rising premiums. This was a high-impact grassroots win, with eight APCIA member companies and more than 800 advocates sending nearly 1,700 letters to lawmakers.
In Oregon, HB 4098 — a bad-faith lawsuit bill that would have expanded litigation and driven up insurance costs — failed to advance, thanks in part to multi-year coalition efforts, including more than 380 patch-through calls and digital ads coordinated by APCIA and our industry partners. Defeating HB 4098 helps protect policyholders and businesses from higher premiums and underscores the value of sustained, proactive advocacy.
At the federal level, the team continues to engage in grassroots lobbying activity to advance key priorities, including the long-term reauthorization of the Terrorism Risk Insurance Act (TRIA), which is critical to market stability. A toolkit was provided to APCIA members for use in engaging employees, agents, and others in sending letters, with a more concerted grassroots push planned for the fall. The team also supported the bipartisan REPAIR Act through more than 950 patch-through phone calls. The bill protects consumers’ right to choose where and how to repair their vehicles, expands access to independent repair options, and helps manage rising repair costs while maintaining strong cybersecurity protections.
APCIA’s grassroots advocacy is producing measurable results. So far this year, more than 6,200 advocates have sent over 9,500 letters to lawmakers, and consumers have made more than 4,000 calls to legislators, helping policymakers hear directly from the individuals and businesses they represent.

2026 Federal Legislative Action Day Fuels Support for Industry Priorities
APCIA hosted its annual Legislative Action Day (LAD) on May 20, bringing together member company executives, CEOs, and government affairs professionals from across the country to advocate for the industry’s top federal priorities. Participants met with House and Senate offices to discuss greater transparency in third-party litigation financing (TPLF), reauthorization and strengthening of the National Flood Insurance Program (NFIP), reauthorization of the Terrorism Risk Insurance Act (TRIA), and policies that advance mitigation and resilience.
APCIA members and staff conducted more than 60 congressional meetings, generating strong support for key legislative priorities. Highlights of those discussions include:

- 24 House and Senate offices agreed to co-sponsor APCIA-supported TPLF legislation.
- 45 offices expressed support for reauthorizing TRIA as soon as possible, without changes to the program and for the longest feasible duration.
- 27 House offices and 20 Senate offices expressed support for the Disaster Mitigation and Tax Parity Act, reflecting growing bipartisan interest in resilience and mitigation initiatives.
- 37 offices agreed to co-sponsor TRIA reauthorization legislation.

Before heading to the Hill, attendees heard from several legislators, including Sen. Tim Sheehy (R-MT) and Reps. Mike Flood (R-NE), Emanuel Cleaver (D-MO), and Kevin Hern (R-OK). Discussions covered the legislative priorities of the Senate Banking Committee and the House Financial Services Subcommittee on Housing and Insurance, as well as third-party litigation financing, the National Flood Insurance Program (NFIP), and TRIA proposals. Shannon Bream, Anchor of “FOX News Sunday with Shannon Bream,” and author and investigative reporter Brody Mullins provided an overview of the U.S. political landscape heading into the election and beyond. Legislative Action Day engagement extended well beyond the 100+ industry leaders who attended in person — more than 200 of their colleagues back home sent over 600 letters to 150 members of Congress across 30 states, reinforcing APCIA’s legislative priorities and demonstrating the industry’s continued engagement on issues critical to consumers, insurers, and communities nationwide. Events like LAD highlight the importance of member engagement in helping our industry’s voice resonate with lawmakers — and APCIA members continue to show strong participation in advancing industry priorities on Capitol Hill.

Insuring America PAC: 50 Years of Supporting Industry Champion Lawmakers
Celebrating 50 years since its inception, Insuring America PAC remains a critical, non-partisan advocacy resource that helps decision-makers in Washington understand the valuable service we provide our policyholders and supports their ability to remain elected and in a position to positively influence policies that affect our industry.
One of the primary ways Insuring America PAC showcases the depth and breadth of APCIA’s political capacity is by hosting candidate direct giving events for industry champions. Over the last two election cycles, Insuring America PAC has raised over $3.1 million for key legislators through these events. As of July 1, nearly $2 million had been raised this cycle alone — a clear sign of momentum and impact. To put this into perspective, at this point in the last cycle, we had raised just over $900,000 from these candidate fundraiser events.
Insuring America PAC-hosted events continue to be a highlight of the annual Legislative Action Day. This year’s events included the second annual reception with House Democratic Caucus Chair Pete Aguilar (D-CA) and 12 House Democratic legislators, a reception for Florida gubernatorial candidate Rep. Byron Donalds (R-FL), and a breakfast for Housing and Insurance Subcommittee Chair Mike Flood (R-NE). Thanks to member company support, Insuring America PAC raised nearly $300,000 for these industry champions.
