Insuring America PAC Guiding Principles

(Board approved October 2018)

The Insuring America PAC Guiding Principles are designed to empower Insuring America PAC to make contributions effectively on behalf of the donors of the Insuring America PAC. The Insuring America PAC Board hereby establishes a target of 10 percent of funds collected in the Insuring America PAC to be allocated to the use of Insuring America State Government Relations to augment political activity at the state level. The following guidelines apply to the remaining funds. The Insuring America PAC Board of Directors recognizes that the political environment is dynamic and, therefore, delegates an appropriate amount of flexibility to the Contributions Committee and the APCIA advocacy staff. Issues or requests not addressed in these principles shall be referred to the Insuring America PAC Board of Directors for consideration.

  1. Insuring America PAC will contribute to pro-business candidates, committees and Insuring America PAC may allocate 80 percent of its incumbent giving to elect and retain pro-business candidates who have a APCIA Legislator Profile score of 70 percent or higher. Insuring America PAC may allocate 80 percent of its freshman, open seat, and challenger giving to elect pro-business candidates who do not have a APCIA Legislator Profile score.
  2. Insuring America PAC will strive to support APCIA’s efforts to build new relationships and promote the insurance industry policy perspectives to candidates and Insuring America PAC may spend approximately 20 percent of its giving in these development efforts.
  3. Insuring America PAC is non-partisan. It will support pro-business candidates of any political affiliation.
  4. Insuring America PAC will not contribute to anyone who is the subject of an investigation by any legal or legislative body, without prior approval from the Insuring America PAC Board of Directors.
